Who Is Buying
The diaspora buyer profile in Israel has changed over the past several years.
Before 2020, the dominant profile was the Israeli-American or Israeli-French family buying a second home — a place to spend summers and holidays, with the children.
Since October 2023, a second profile has grown more prominent: diaspora Jews who are not Israeli and may not have considered property in Israel before, now doing so as a combination of identity statement and practical hedge. Some are exploring Aliyah seriously. Others want a physical connection — an address — in the land.
What the First Conversation Should Cover
Before price ranges, before neighborhoods, before listings — the initial conversation with a good broker should address a few foundational questions:
What is the purpose of this purchase? Personal use only? Partial rental income? Eventual primary residence? The answer shapes everything from the city choice to the legal structure.
What is the tax exposure? Israeli purchase tax for non-residents runs 8–10% of the transaction value. This is real and must be part of the budget.
What is the timeline? A buyer who wants to make two summer visits before deciding is in a different position from a buyer who has decided and needs to execute within six months.
What does “connection to Israel” mean for this particular family? A family whose children will spend extended time here has different neighborhood requirements than a couple who will use the apartment four weeks per year.
Where Diaspora Buyers Tend to Land
Ra’anana — The most significant English-speaking community in Israel outside of Jerusalem. The schools are strong, the community infrastructure is organized, and the entry price is lower than Tel Aviv or Herzliya Pituach. For families in transition — not yet committed to full Aliyah but exploring it seriously — Ra’anana is the most common first purchase.
Herzliya Pituach — The choice for buyers who want proximity to the Tel Aviv tech corridor, good international schools, and the prestige address. A significant French-speaking community exists alongside the Anglo one.
Tel Aviv (Neve Tzedek, seafront) — For buyers who want the cultural center. Often a second purchase for people who already have a connection to Israel through work or family.
Jerusalem — A distinct market, and a distinct buyer. Often religious or historically motivated. The properties that exist here — particularly in the German Colony and Rehavia — are unlike anything in the country.
The Practical Process for Buyers Outside Israel
Power of Attorney. Buyers who cannot be physically present grant a licensed Israeli attorney a limited power of attorney to sign on their behalf. This is standard practice and legally straightforward.
Currency transfer. The transfer must be documented for tax purposes in both the origin country and Israel. At 10M+ transaction sizes, currency timing and exchange rate exposure are real variables.
Remote due diligence. Viewing properties remotely — via video, documentation, and broker walk-throughs — is increasingly standard. The decision to purchase, however, benefits significantly from at least one in-person visit.
